IIRC gpsd has code in it to guess the proper edge based on the relative lengths of the assert and deassert periods. PPS pulses are short so the beginning edge of the short period should be it.

I'm not clear on the strategy for what's at what level. I would think
the first debug level would be expected to output things at startup and
once steady state was reached not print anything. So 2 seems ok.

I would like it to be clear whether gpsd thinks the rising edge (assert)
or falling edge is the right one. I have found that the GR601-W seems
to use the falling edge (as in the signal is asserted 100 ms after a
second and deasserted as the second happens).
