    gps.h: add sigid to satellite_t.  For u-blox 9 and NMEA 4.1
    
    Both u-blox 9 and NMEA 4.1 no longer use PRN.  They refer
    to each satellite signal by gnssid:svid:sigid.
    
    No decodes yet for the new feild.
