      Add new deg_to_str() function to libgps.
      Add -l option to cgps. -l d is DD.dddddd, -l m is DD MM.mmmm' and -l s is 
DD MM' SS.sss".  Also tweak deg_to_str().
      Apply Lonnie Mendez patches to fix my gpsd mistakes.
      This improves the gpsfake error messsages when failing to open a log file.
      Jeff Francis's patch to gpspipe to add serial output.
