some changes to allow "child" transactions: e.g. test_org row may already exist,
so need to revert to old test_org id if insert on test_org fails. Will fail all
test_org inserts if one test_org already exists, however. Can be used for
other similiar cases ( if any). Need to fix a permission denied problem
with any-doc updating fk_fhx_item.
