Not really, because we can not know that beforehand. If we did we
could just fix it. It simply takes a human to make sense of things.

No. That means that the "bytea_output" parameter cannot be set
which in turn means it does not exist which in turn means it does
not need to be set which in turn is the case with combinations
of older/newer PGs with older/newer PG client libs.
