I see what you're saying, but I'm not sure we need a new channel.
If ##hurd seems focused on only hurd, then why not go with another,
pre-existing channel, such as #gnu? It seems as if a lot of people
just idle in #gnu, so why not just use that?
If you feel there is a real need for a new channel, I guess I like the sound of
#gnu-system.
