No, not at all. When the code in question consists of modified GPLed
code, one must abide by the wishes of the copyright holders insofar
as demanded by copyright law. When the code in question is new and
does not incorporate GPLed code but just interoperates with it, there
is no need to consult with the copyright holders of the GPLed code.
