Yes, builds for some (most?) other SoCs too will work without these
files. (I tried building u-boot-sunxi for a Cubieboard. No build
errors.)

A version or tools to deblob any useful version? Many boards that might
be good targets for non-embedded distros have their own forks of u-boot.
I used Linux-libre's deblob-check to find the blobs that I listed, with
some work on identifying false positives it could be useful for
generating freed u-boot tarballs.
