[Gnu-arch-users] [BUG] incorrect changeset generated when moving and symlinking changelog

This bug was reported in [1] and I posted a patch in [2], but it is
still not included in tla--devo (neither --1.2 nor --1.3). Basically
when construction the changeset that both move and symlink an automatic
changelog generated by tla, the location of the changelog file in old
and new tree are reverted, thus buuilding an incorrect changeset.

Attached patch fix the problem (can't include it inline since my mail
reader will mess with those long lines) ...
