I'll take a look at libneon and see what it's doing. I primarily use tla backed by webdav, and it's not been noticeable for small commits, but three hours is for something not terribly large is bad.
It looks like there have been some minor releases since the one that's included, but there's nothing that would be an obvious 400x speedup.
It is a terribly odd behavior you've run into.
Yeah, it'll be curious to see where it's spending time. It's not straightforward file transfer, but it is easy enough to follow. I'll do some experiments.
