I like the way KDE managed this;
their emails send the commit messages and also parse it.
If a commit massage has a 'CCMAIL: <address@hidden>' it it cc-ed.
Next their bug-reporting service takes the email and closes the bug
since the email address had a 'done' it there.

And yes; I agree with Tom that this functionality does not belong in arch.
