Your impression is mistaken.

The issues being discussed in those threads are site specific:  the
person setting up the archive has neither administrative control over
the host machine or a reliable ability to make reasonable requests of
the administrator of the host machine.   Given that the default
configuration makes things tricky, the discussion is about how best to
work around a breakdown of the system administration infrastructure.
It's not a general problem about arch -- it's a specific problem about
certain hosts.
