I don't know if it complies with the standard or not but your patch works for 
me.
I applied it to the latest git source.
It successfully flushed all my SM locations by reading the delivery reports.

If you want gnokii to stick to the official specs by default, you can always 
add an option (say --fix-non-standard) which behaves as the patch you sent me.
