As far as I know there is still no fully free mobile phone. Luckily, 
there are ongoing efforts to liberate GSM, i.e. OsmocomBB [1]. If you 
can take part in that project, please do. If you don't have the skills 
to do so yourself, try to find someone who does and ask that person to help.

The closest thing to a free mobile phone that currently exists is still 
the Openmoko Freerunner. There are several operating systems for it, but 
I think none of them pay much attention to Free Software Distribution 
Guidelines.
