I see that there has been some effort to set up a Russian main wiki page: http://wiki.gnewsense.org/index.php?n=Main:ru.Main:ru This has been done by username defolt at the end of December. I don't recall an anouncement on the mailing list or anything and I don't know how to contact that person. If you can't get a hold of him/her, I guess you should go through the process yourself and start translating with your own group.
