Debian adds copyright summary to all packages because their policy says that packages must have such a summary[1], not because of any request from anyone else.

Based on the information available, Brians decision is clear.

I still think that Brians decision to accept the license on the basis that second clause of the "or" can be removed was wrong.

Still that might not matter if the license can be accepted because of the "to license" part of the license.
