Maybe you should consult the nearest lexicon or wikipedia, if you are so concerned. However, if you want to know, what Sun means with "to license", then ask them.

Anybody else here knows exactly what it means.

I just wonder whether "to license" really means exactly same as "to sublicense"[1] (which is used e.g. by MIT License[2]) in this context or not.

In legal texts even small differences can be significant.
