You need to know the following:
* basic use of SSH client
* using GNU Emacs
* ability to write valid HTML (ie. one which passes the
http://validator.w3.org/ test)
* ability to write clean emails and using mailing lists

As you see none of this is really difficult, so if you are interested
send a mail to RMS expressing your interest.
