[Gdb] gdb stepping (or not)

I'm having trouble stepping with gdb.  If I set a breakpoint at the entry of
a program I'm having difficulty with and then step from it, it continues to run
until termination (instead of stepping to the next statement).

The location of the source files have been specified with -d and can be listed
with `list'.

What other things would prevent me from stepping?
