I spent some time to think about the overlapping device bar icons. I always end
up with the quesation 'What would be intuitively the quickest mouse-way to
choose a device ?' and that is, for me, a vertical device list at the left side
of each panes. In the vertical view, that is.

I know this is quite a change, and takes some space from the vertical panes,
but i think it is worth to be taken. The icons can be small, too.

More benefits: More vertical space (fits better to modern widescreen format)
and more visible device icons.

In the horizontal view, of course, nothing to be changed.

And IMHO we can ditch the device list pulldown view completely. (Does anybody
use it ?) Anyway, there is the 'Connections' main menu list, if you have too
many to show them in the device bar (but i think that is a very rare case).
Better than to offer several ways, to choose devices, which all have a major
weakness, i would try to offer one way that is working best. Making the code a
little less complex (i hope).
