Hello,
There are some instructions on how to create a translation compendium at:
http://www.nongnu.org/gcmd/dev.html#trnsl
The problem is that the GNOME website seems to have changed since the
howto was written. The three wget commands should connect to
i18n-status.gnome.org instead of l10n-status.gnome.org.
