MYSTERY SOLVED, I think. I got my CVS instructions from the cvs link on 
this page:
http://www.gnu.org/software/gcl/
It says to use:
  :pserver:address@hidden:/home/cvs/gcl

Well, I started wondering why, along with this gmp business, all my
timestamps were over a year old. I started to suspect that there was maybe
another CVS server lurking somewhere that the rest of you have been using.
I finally decided to check out this savannah.gnu.org site and see if 
maybe they had something about CVS, and lo and behold, they did:
  :pserver:address@hidden:/cvsroot/gcl
Tried that and Eureka! Finally a nonempty gmp dir. That's the good news.

However, I still got build errors using gcc 3.1 (so current subject line
is still appropriate). More bool vs. int conflicts on various
3 flags and 2 predicates. I managed to comment some things out, change some
int's to bool's and got the thing to build.
