That seems a bit depressing, mainly because it's just talking about the state of the bill itself. A more positive aspect is that one of the results of the publicity that came from the letters was the encouragement of a much more active Peruvian free software movement, centred on the universities. I believe rms was just down there to talk, and they've had contacts with people
from groups all over Latin America.
