Well, Microsoft Typography is a group inside Microsoft which appear to
function in a slight different way as the main ones (such as Office).
In particular, they are not under heavy marketing pressure, which
means:

1) you (I mean, anyone) can access easily the developper, rather than
  the marketing guy which is authorized to (eventually) talk to the
  real developper; as a result, we have been able to solve a number of
  issues regarding Microsoft's implementation, particularly in the
  Open Type area (talk with Werner !)

2) they can choose the business model; since the audience is limited
  (font developpers, mainly), and since the seeked objective is clearly
  to extend as far as possible the use of TrueType and derivatives
  (to extend the power of Windows, clearly), they choose to give their
  products for free as far as possible (but they obviously retain
  the copyright, this is very different from OpenSource, of course).

This is Apple's original outine editor; it is now obsolete, no longer
supported, and does not work with recent Macs.
And of course, it does require a Mac to work!
