Hi,

I believe FreeType should disable ROUND_XY_TO_GRID processing if hinting is disabled.  Likewise, maybe disable the X rounding if hinting mode does not apply to X direction.  WDYT?

Came across this as part of https://github.com/googlei18n/noto-fonts/issues/1009
