Correct.  FreeType doesn't trust the max_instructions value.  It only
uses it for a test that checks whether it is zero (doing the same with
the size of the `fpgm' and `prep' tables) to find out whether
auto-hinting shall be used for a TrueType font that doesn't have any
hints by itself.
