This means that VC++ 6.0 isn't an ANSI C++ compiler (at least not the
preprocessor). Write a bug report to Microsoft.

Good question.
If you can't use an ANSI conforming compiler, you have to replace
#define FOO <bar.h>
#include FOO
with
#include <bar.h>
manually.
