[Erc-discuss] Debian and Ubuntu packages for erc 5.2 available

I've packaged the erc 5.2 release for Debian and Ubuntu.  The only
difference between two is that Ubuntu includes the manual and Debian
doesn't, due to Debian's decision not to include GFDL'd documents in
main.
