[emms-help] making bug reports easier

I'm thinking of adding a function to Emms which collates debugging
information from the current Emms configuration. It should include
things like which backend is being used, info functions, cache enabled
or disabled, etc. It should _exclude_ track names and activities (for
instance, what was played when.)

People will then be able to post the output of this M-x
emms-debug-report to the list to help us figure out what's going on.

What do people think?
