Make sure that the second link is typed as

[[OpenACS-permissions#ApplicationGroups][application groups]]

(without the space between the ']' and '[').  My apologies if this is
what you meant to type.

Also, you might want to use the new 2.69 release of emacs-wiki since
there was some link brokenness in last week's development version of
emacs-wiki.
