[emacs-wiki-discuss] Ugly cons workaound removed

I reverted all of the nasty changes that I made to the functions that
dealt with `emacs-wiki-file-alist' and made it so that the innermost
part of the structures uses a cons cell instead of a list, as was the
original behavior.  Current as of patch-41.

I expect to release 2.63 soon, fix the queued issues on my list, and
then add some pgg support thanks to Anirudh Sasikumar.
