It seems that you have not yet understood what I wrote (I'll
quote it here):

As iso-8859-11 is defined in code-pages.el, it decodes byte
sequences into characters of the charset
mule-unicode-0100-24ff, and to display them, an iso10646-1
font is used (by default).  On the other hand, as
thai-tis620 decodes byte seuquences into characters of the
charset thai-tis620, an TIS620 font is used for them.

Try C-u C-x = on an empty box in a buffer decoded by
iso-8859-11 and on the corresponding Thai character in a
buffer decoded by thai-tis620.
