Frankly, I cannot answer this question with knowledge about how frame
placement works in Windows.  There simply wasn't any problem when I
tried it.  And if there were problems lurking, I'd expect them to be
with the task bar on the right side and wide frames, i.e. the
horizontal equivalent of the problem we saw with the bottom of the
frame covered by a task bar at the bottom of the desktop.

BTW, that latter problem seems to be dependent on the frame height.
Short frames will be placed correctly while tall frames might be
covered by the task bar.  And this problem is not unique to Emacs but
happens with other applications as well, judging from experimenting
with a small example application.
