Thank you for your report.
This problem was reported and fixed on 19 May, so upgrading to a later
CVS code will make it go away. (Your Emacs was built on 22 April.)

Emacs 21.3 didn't honor Windows native conventions for directories in
which to store user-private data files. This functionality was added
in the CVS code, but unfortunately the original implementation had a
subtle bug.
