mouse-1-click-follows-link does not affect Customize buttons

set-variable mouse-1-click-follows-link nil

customize-variable <whatever>

Click mouse-1 on any button in the Custom* buffer. The button is activated.

Many such "buttons" (e.g. :link) are really links, and should be shown
as such (e.g. underline face. Mouse-1 should not follow such links if
mouse-1-click-follows-link is nil. I don't even see why it would
activate a true button, personally.
