Changing ediff-ignore-similar-regions has no effect

Changing the variable `ediff-ignore-similar-regions', either by typing
"##" in the Ediff frame or by evaluating

(setq-default ediff-ignore-similar-regions t)

does not have the desired (and documented) effect of skipping regions
that differ only in whitespace; they are displayed anyway.
