It is not good to always have next-error-overlay-arrow in
overlay-arrow-variable-list even when no compilation was started.
This may slow down redisplay and in any case is completely useless
until compilation/grep is started.
Please find out whether it is a significant slowdown. If it is, we
will do something about it. In the mean time, please do this the way
that is cleaner.
There are a thousand *possible* slowdowns for ever *real* slowdown.
Therefore, "this may slow down XYZ" is not enough reason not to do
something. Please determine whether a slowdown is substantial before
you present it as an argument gfor a design decesion.
