It works for me with emacs -q
You should be able to reproduce the bug however, if you first set
isearch-allow-scroll to t.
C-x C-k e C-x e yields, when isearch-allow-scroll is nil:
;; Keyboard Macro Editor. Press C-c C-c to finish; press C-x k RET to cancel.
;; Original keys: 2*C-s C-x
Command: last-kbd-macro
Key: none
Macro:
2*C-s ;; isearch-forward
