The current setting is a compromise -- and yes, you can customize it.

It is true that moving the mouse - while pressed - will not trigger the
mouse-2 action on the link. Perhaps small moves should be acceptable...
Do you say that it doesn't work if you move the mouse AFTER releasing mouse-1?

The reason for the delay is to be able to detect a double mouse-1 click.
Perhaps it shouldn't do that ... WDOT?
