Sorry that it took so long for a response, but I've been on vacation.
I've seen that the newest CVS version already contains your patch.
It only works partly, i.e. if I drag the mouse really quickly below the
mode-line. If I do it at moderate speed, it doesn't work.
I could not make it fail. As long as I do not release the mouse button,
it does nothing but scroll, no matter how slowly I move the mouse
across the window boundary.
