The Info version of the main manual doesn't show the actual copying
conditions as recommended in the Texinfo manual, and I think it
should.
Could you explain more specifically what you mean?
The file emacs/info/emacs starts like this

So either my observatiosn disagree with yours or I have
misunderstood your intended meaning.
