Lisp make error

When I try to recompile all the lisp code, I get this make error:
Compiling /home/mecklen/Emacs/trunk/emacs/lisp/./url/url-about.el
In toplevel form:
url/url-about.el:29:1:Error: Cannot open load file: url-util
make: *** [compile-always] Error 1
I am invoking make like this:
$ cd emacs/lisp
$ make compile-always
Perhaps I'm doing something wrong?
