I've already checked clearcase.el, there's nothing that binds inhibit-quit,
but of course I didn't check all functions that are called in clearcase.el.

e.g. timer-event-handler does bind it to t, as I've already mentioned.
and from the xbacktrace I suspect that this could be the culprit.
But then again there may be good reasons why the developer decided to
bind inhibit-quit to t.
