I am sorry, but I believe I am missing it.  Even if that call _could_
be put in an `eval-when-compile', I still would be extremely reluctant
to do so without somebody at address@hidden telling me it would
be OK.  Maybe cc-mode _really_ needs cl at runtime.  I do not know
cc-mode well enough to decide and you said you do not either.  So I do
not believe that we can make any further progress until somebody at
address@hidden clarifies things.
