I can't reproduce this bug.
batch-miscdic-convert roughly does this to write out XXX.el.
(with-temp-file (expand-file-name quailfile dirname)
(set-buffer-file-coding-system 'iso-2022-7bit)
(insert ";; Quail package `" name "' -*- coding:iso-2022-7bit; -*-\n")
(insert ...)
...)
So, it's quite strange that raw-text is suggested as the
default.
Could you try this?
M-x miscdic-convert RET .../leim/MISC-DIC/ziranma.cin RET
