Tim is using the emacs CVS head version (21.3.50.x), not the released 21.3.

In that version, info text contaning xrefs is reformatted if the xref
hiding feature is enabled (the default).  I guess Tim's example shows
a case where that algorithm is too "greedy", reformatting an entire
menu block as a paragraph.

I was planning to look into this when I get the time, but if someone else
wants to take a look at it, I'd appreciate it.
