make vs. make bootstrap - not all files seem to be bytecompiled

In GNU Emacs 21.3.50.13 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
 of 2003-04-06 on linux
configured using `configure '--with-x''

It seems to me that when making "make" in CVS Emacs against "make
bootstrap" not all newer elisp files get bytecompiled again. I
observed warnings in the messages buffer e.g. for fontset.el that the
lisp file is newer.
