You can try

  (defun my-html-nobreak-space-filter (text backend info)
    (and (org-export-derived-backend-p backend 'html)
         (replace-regexp-in-string " " "&nbsp;" text)))

  (add-to-list 'org-export-filter-plain-text-functions
               #'my-html-nobreak-space-filter)
