Yes, exactly.

The basic workflow is pretty simple.

C-x C-f ~/org-from-git/doc/org.texi RET
[hack hack hack]
C-x v =
C-x s enhance-documentation-for-x.patch

then send the patch to the list.

Other workflows (with git-format-patch) are preferred but this is the
simplest one.
