LaTeX page sizes can be specified in options passed to \documentclass{}.  In org-mode these options can be specified on a per-file basis with #+LaTeX_CLASS_OPTIONS.  I typically use the 'letter' option, but I believe the A4, A5, etc. sizes can also be specified--see LaTeX documentation for the possibilities.
